Why am I paying the full price

I phoned talktalk to complain I hadn't been given prompt payment discount. I was told it would come off the next bill. I was then told I would have a cheaper monthly bill if I took the TV package. I did not get my prompt payment discount and my next bill was £16 + more than before. I am taking my complaint as far as it will go as this is truly a confidence trick of the first magnitude.
