Fred is right with that charge, depending on how far outside of your property you are talking about. If it also requires working on Telegraph poles, or digging up the garden/roads/pavement it will cost much more. There are stories of people being billed thousands of pounds for such work!
Keep reporting the fault. Ask customer services for a SFI engineer, rather than the usual Openreach one. They will do much more in depth diagnostics on the line and search for faults that may have been overlooked in the past. If they authorize a new line to remedy the fault it would be done free of charge.
