If you are using the Youview box as the input source to your TV then yes, the box does have to be switched on. The Youview box acts as the tuner to allow channel selection.

It is possible if your TV has its own Freeview tuner. You can bypass the Youview box and feed the signal direct to yout TV. But it does need your TV to have a Freeview tuner.
